[Moon] new 13cm segments in JA

Hi All
Our radio authority has announded the new band plan on 13cm.
We Japanese EMEers can transmit on 2400.0-2405.0 MHz unless amateur
satellite users do not suffer from the interference by EME.
This will be open after Jan 5 2015.
2424.0-2424.5 segments will be usable so long.
JA4BLC will tune the PA to 2400 very soon and will be welcome to the
trial on 2400 EME or cross band (2301/2304/2320).
