Hi all,
It's simple, for valid QSO you must exchange both callsign
and final RGR (in any mode or propagation). If somebody
is calling 2nd station (which is running CQ) with OOO
and that 2nd station answer with ST "RO", QSO is not valid.

If that CQ station answer with both callsign + RO (not ST),
QSO should be considered as valid but it's not optimal way
because you'll lose advantage of ST MSG. My opinion is,
that "CQ station" should answer on such a wrong OOO msg
with OOO too. After that OP from 1st station with OOO will see
that there was a problem, but he will answer RO and after
RRR QSO is completed in proper way. QRZ in WSJT is possible
and oftenly used (of course) but it's not necessary in such a situation..

tha main problem are made by VE1KG  You should not send RO RO   since you 
dont know who is calling you. you should send QRZ QRZ    if thats possible 
in Dodle mode?
I have folowd the discusion on the other moon reflector and it seems there 
are a BIG Problem and different ways to judge when is a QSO a QSO.
This shows the difference between real EME QSOs   compared to Trace qso :-)
