Lars,

Short answer: it is the result of a nationwide survey of the ARRL 
membership.  This is afterall a contest sponsored by the ARRL which 
is the primary organization representing Ham Radio in the United 
States.  Therefore they polled members for their opinion on all ARRL 
VHF and above contests.

That being said, if you read the recently posted rules for the 2015 
ARRL EME Contest, these changes have not been incorporated for 
EME.  The rules affective date is June 2015 so we wait to see if the 
EME Contest Rules will be modified (or not?).  Perhaps ARRL Contest 
Committee is wanting to see how the new rules work out for the June 
VHF Contest before instituting them for EME (my speculation).

I hope you read the current rules since awards are now separated for 
CW-only, and all-mode.  I believe that was one change that has been asked for.
