Can you please do a better explanation?

  perigee 1980 23 oct distance 356757 Km    i dont know the  dec at this date   need a Nautical almenac

  perigee 2016 14 Nov distance 356511 km  +14 deg Declanation  Northen hemisphere   plus means North of equator
But as you can see the moon are even closer 2016 and its in the Northern Hemsisphere
I am not sure what you mean?
I think you have to give me an explanation  it must be something that i have missed.- Maybe i need a bigger spade :-)
