this 'false' decode scenario has only a tenuous link with 'decode' and 
no link at all with 'received'

it is a partial receive that generates a partial 'reconstruction' and 
then a loop that includes a 'guess' , followed by a database search to 
see if the guess 'might' be right.

actually that could be ok if it then waited for another partial rx and 
performed a second verification before going to the next stage of a qso, 
but it doesn't.

The more calls in the database the more 'false decodes' there are. If 
the database had all possible call combinations in it then it's failure 
rate would be 1 in 1

the whole process can be summarised in a very simple equation

DS + IQ < 90 = BS - QSO

DS +IQ > 90  =  BS + QSO
