[Moon] Best IF for 23 cm transverter

I want to convert 1296 MHz to/from 28 MHz (or higher but less than 54 MHz).
I see 2 options:

1) Kuhne has transverters that will convert directly to/from 28 MHz but I
assume that I need interdigital filters to stop the 1268 MHz mixer
frequency and 1240 MHz image frequency.

2) Many suppliers mix to/from 144 MHz, which implies that I need a 2nd
transverter for 144 to/from 28 MHz.

Which option is technically preferred?
