THE SYSTEM USED IS 100 % CORRECT PULSE COUNT !!NEVER FAILS!!
AND IF USING THE 3d INDEX PULSE BECOMES ABSOLUTE POSITION.

My advice was based on the assumption that you had converted to optical rotary encoders with a different controller. If not, disregard. I gave up on pulse counting long ago.

If your decoder chips (LS7084) inside the unit are in sockets, make sure they are seated firmly. You could probably put a scope on the up/down line and make sure it is responding properly. The decoder chip takes the A and B quadrature signals and puts out a stream of pulses. That’s the count. The up down pin changes voltage based on how the chip detects the phase which is related to the direction. You could switch elevation and azimuth cables and see if you get same results.
